MUSCLE SHOALS — Colbert County Animal Control Director Tommy Morson didn’t get through his entire presentation on pet licensing before one Muscle Shoals councilman was offering a possible alternative solution.

Morson addressed the Muscle Shoals council intending to seek its support in requiring pet owners to pay an annual licensing fee for cats and dogs. The proposed fee, $10 to $25 a year, would be additional revenue for the shelter’s operating budget.
