Fired deer-shooting officer takes appeal to Civil Service Board

MUSCLE SHOALS — Attorneys representing a former Muscle Shoals Police Department officer, who was fired for shooting and killing a deer on Tennessee Valley Authority property while on duty, will appeal his termination to the city’s Civil Service Board.

Tuscumbia attorney Billy Underwood, who is representing Greg Scoggins along with Florence attorney Johnnie Franks, said he has filed the necessary paperwork with the city and the Civil Service Board notifying them of the appeal.

Muscle Shoals City Attorney Marcel Black said the appeal before the five-member Civil Service Board will be Jan. 17, a Thursday, at 2 p.m.

Underwood said the hearing will be open to the public.

Scoggins was terminated Dec. 27. City officials said he shot and killed a deer on the Tennessee Valley Authority property that fronts Second Street. The incident occurred Dec. 23.

Scoggins, who had been with the department since 2001, was placed on administrative leave before his termination.

Muscle Shoals Mayor David Bradford upheld the termination following an appeal to him last week.
