Build a pedestrian overpass like Muscle Shoals has over Avalon to MSHS. Make it look nice and put UNA signage on it. UNA/city work together to pay for it, and most likely, there are grants available for such a project.

The 25mph signs at UNA with flashing lights should always be flashing, or the lights should be removed. It makes it seem like it's a temporary speed limit reduction from 35mph for school times.
